Foreign Language Proficiency Bonus (FLPB) / Foreign Language Proficiency Pay (FLPP)
The FLPB and FLPP are monetary incentives paid to eligible and qualified military and civilian personnel who possess foreign language proficiency. The objective of these incentives is to encourage the acquisition, maintenance and enhancement of foreign language skills vital to national defense. The ability of the Air Force to interact in the international arena with qualified foreign language proficient personnel is key to the success of our mission. Current FLPB guidance for military personnel is contained in DODI 1340.hh"Military Foreign Language Skill Proficiency Bonuses" and AFI 36-4002 "Air Force Foreign Language Proficiency Bonus." Current FLPP guidance for civilian personnel is contained in AFI 36-2605, Attachment 15.
Strategic Language List (SLL)
The Air Force SLL describes languages in which the Air Force has requirements authorized now and in out-years and strategic languages of interest. The Air Force SLL is based on the DoD SLL, and is adjusted accordingly to align with validated Air Force requirements. It is used for Total Force in administering testing, training, recruiting and retention incentive programs. The foundational guidance for the DoD SLL is in DoDD 5160.41E, Defense Language Program. As both the Air Force and DoD SLL are For Official Use Only, Airmen should contact their local Test Control Officer (TCO) to receive the most updated copy.
Defense Language Proficiency Tests (DLPT) and Oral Proficiency Interview (OPI)
The DLPT evaluates the ability of an individual to understand written and/or spoken material presented in a foreign language. In addition, the OPI is available to test speaking capabilities. Military and civilian personnel may contact their facility TCO to schedule a DLPT or OPI. Current guidance on the DoD Language Testing Program is contained in DoDI 5160.71 "DoD Language Testing Program" and AFI 36-2605 "Air Force Military Personnel Testing System", Attachment 10.
Foreign Language Self-Assessment (FLSA)
All DoD personnel are screened for foreign language and regional expertise upon access and periodically thereafter in accordance with DoDD 5160.41E, Defense Language Program. This data is then maintained in electronic Air Force personnel systems as a helpful tool to identify individuals with specific foreign language capabilities for assistance in contingency operations or to contact as volunteers for unique career opportunities. Military personnel can update their FLSA at any time by accessing the AF Portal, Virtual MPF, Record Review/Update. Civilian personnel can update their FLSA data any time through MyBiz, then the Language tab. All DoD personnel receive annual auto-email reminders to review/update their online records, part of which includes FLSA data.

The Air Force Culture and Language Center creates and executes language, region and cultural learning programs for Total Force Airmen, and provides the Service with the subject matter expertise required to institutionalize these efforts.
